MAJOR F. RIDDICK, JR., Governor's Chief of Staff, since 1995.
Major F. Riddick, Jr. was appointed Chief of Staff for the Governor of Maryland in January 1995. As Chief of Staff, he oversees and manages the daily operations of Maryland State government. He is responsible for implementing the Governor's priority policies and programs. He works closely with the Deputy Chiefs of Staff and the Department Secretaries to ensure that the Governor's goals are met and missions accomplished. Currently, Mr. Riddick serves as Acting Chair of the Information Technology (IT) Board. The Board's goal is to steer Maryland and State government technologically into the 21st century.
From 1990 to 1994, Mr. Riddick served as Chief Administrative Officer for Prince George's County. In that capacity, he managed the day-to-day operations of county government. He directed and implemented a diverse range of policies, programs, and projects to support the county executive's established priorities, missions, and goals. Mr. Riddick was responsible for ensuring the development and maintenance of sound organizational structures and effective allocation of resources.
Mr. Riddick served as Director of the Prince George's County Office of Management and Budget from December 1986 to December 1990. As Budget Director, he was responsible for the County's budget formulation, administration, and control. Riddick also was responsible for developing and managing financial policies and management improvement programs that enabled the county to maintain its strong financial position.
In April 1983, Mr. Riddick was named Executive Director of the Prince George's County Housing Authority. He later was appointed as the first Director of the newly created Department of Housing and Community Development in July 1983. As Director of Housing, he drafted, coordinated, and implemented a comprehensive County Housing and Community Development policy. He administered and redesigned the Department's successful Bond Financing Program as well.
Chief of Staff Riddick began his career with Prince George's County in 1978. As a principal budget analyst in the Office of Budget for almost five years, he worked on budget administration and monitoring. Mr. Riddick analyzed agency budget requests and advised the Budget Director and Chief Administrative Officer.
Before coming to Prince George's County, Mr. Riddick served as a research associate in Washington, D.C., a program specialist with the State of Pennsylvania and a college instructor for three years at Norfolk State University.
Raised in Chesapeake, Virginia, Mr. Riddick received a Bachelor of Arts Degree from Virginia Polytechnic Institute and State University in 1972, and his Master's in Urban and Public Administration in 1973. He is married to the former Manervia Wilson of Portsmouth, Virginia. They are the parents of one daughter, Myrica Felice.
