In March 1994, the Governor created the Health Care Decisions Act Advisory Council (Executive Order 01.01.1994.11). The Council monitors implementation of the Health Care Decisions Act (Chapter 372, Acts of 1993). That law concerns advance decisions made about health care by the person affected or that person's designee. Such decisions may involve a directive or living will and may concern life sustaining procedures. The Council also reviews and analyzes ethical issues arising from the Act, recommends legal reform, and educates health care providers and the public about the law.

The Council's nineteen members are appointed by the Governor to three-year terms.
